Do I have to select a project or activity?

You may have to enter your time against a project or activity, or both, depending on your assigned settings. If you’re required to select a project or activity, you won’t be able to submit your timesheet until you’ve selected one for each row that has time entered in it.
Even if you aren’t required to select a project or activity, if one that applies is available in your timesheet, you should typically enter your time against it.
Talk to your supervisor or project manager if you’re not sure what you should enter your hours against.
